Core of the proposal
  • Sets delay-compensation thresholds at 5, 9 or 12 hours, depending on journey type and distance.
  • Requires rerouting by another carrier or transport mode if own-service rerouting exceeds 12 hours.
  • Limits hotel care in extraordinary circumstances to three nights at €100, with protected passenger exceptions.
  • Adds baggage rules for mobility equipment, musical instruments, baggage allowances and airport complaint forms.
