Social security coordination

It affects mobile EU citizens, cross-border and frontier workers, unemployed jobseekers, posted and self-employed workers, families receiving child-raising benefits, and people needing long-term care.

• Allows residence-law checks before economically inactive EU citizens access host-state social security benefits.
• Creates separate coordination rules and a definition for long-term care benefits.
• Extends export of unemployment benefits from three to six months, with possible longer export.
• Makes recent employment state responsible for frontier workers’ unemployment benefits after 12 months’ work.

Transitional law

Existing unemployment-benefit rules continue for people whose unemployment began before the new Regulation applies.
