- Limits coal research to mine closure, site repurposing, worker reskilling, health, safety and environmental restoration.
- Prioritises near zero-carbon steelmaking, advanced steel grades, recycling, resource efficiency and circular economy projects.
- Allows part of the programme to be implemented through co-programmed European Partnerships.
- Applies general EU Financial Regulation rules for appointing remunerated external experts.
