This proposal lets France continue reduced dock dues for selected local products in its outermost regions to offset higher production costs.

Who it affects

It affects producers, importers and consumers in Guadeloupe, French Guiana, Martinique, Mayotte and Réunion. Small producers below the turnover threshold are also affected.

Core of the proposal
  • Authorises dock dues exemptions or reductions for listed locally produced goods until 31 December 2027.
  • Limits tax differences to 20 or 30 percentage points, and no more than proven additional costs.
  • Raises the dock dues liability threshold to EUR 550,000 annual turnover.
  • Requires France to submit an evaluation report by 30 September 2025.

Takes effect
The Decision applies from 1 January 2022, except the extension of the existing scheme applies from 1 July 2021.
Transitional law
The existing dock dues derogation is extended until 31 December 2021 to allow France to transpose the new scheme.
