This bill makes trailer efficiency affect CO2-based road charges for heavy-duty vehicle combinations in the EU.
It affects road freight operators using heavy goods vehicles with trailers, especially those choosing more energy-efficient trailers. It also affects trailer owners and buyers through registration and tolling information requirements.
- Adds trailer efficiency to CO2 emission-class calculations for heavy-duty vehicle combinations.
- Makes trailer effects optional until 30 June 2030 and mandatory from 1 July 2030.
- Creates trailer classes based on efficiency-ratio thresholds, with delegated acts to set and update them.
- Adds trailer efficiency data to vehicle registration and cross-border toll enforcement information.
- Takes effect
- The Directive enters into force on the twentieth day following publication in the Official Journal.

- Member States must transpose it within one year; trailer effects are optional until 30 June 2030 and mandatory from 1 July 2030.
