It affects adults unable to protect their interests because of impaired or insufficient faculties, including many older people and persons with disabilities. It also affects their representatives, families, care providers, banks and asset holders.

- Sets common EU rules on jurisdiction, applicable law, recognition and enforcement of protection measures.
- Recognises measures automatically and abolishes exequatur for enforceable measures from other Member States.
- Creates an optional European Certificate of Representation to prove representatives’ powers across borders.
- Requires protection registers and EU interconnection, plus digital communication between authorities.
