What this bill does

This proposal replaces EU seed and plant material marketing rules with one system for quality, registration, labelling, imports and sustainability testing.
It affects seed producers, plant breeders, farmers, nurseries, gene banks, conservation networks, amateur gardeners, and importers of agricultural, vegetable, fruit and vine reproductive material.
- Requires most plant reproductive material to belong to registered varieties and defined quality categories.
- Allows lighter rules for conservation varieties, heterogeneous material, amateur gardeners, gene banks and farmer seed exchanges.
- Introduces sustainability testing for new varieties, including yield stability, stress resistance and resource efficiency.
- Permits imports only where third-country requirements are assessed as equivalent to EU standards.
- Takes effect
- The Regulation applies three years after entry into force; vegetable and fruit sustainability-testing rules apply after five years.
- Transitional law
- Existing varieties already accepted or registered under listed EU Directives are entered into national variety registers without a new registration procedure.
