This proposal strengthens EU-wide rights to information, support, protection, participation, and compensation for victims of crime.

Who it affects

It affects victims of crime across the EU, especially children, people with disabilities, irregular migrants, detainees, and victims of violence, trafficking, hate crime, terrorism, organised crime, or exploitation.

Core of the proposal
  • Requires free confidential victim helplines using 116 006 and online access to information.
  • Allows online crime reporting and limits migration-data sharing when irregular migrants report crimes.
  • Expands individual needs assessments, specialist support, child-focused services, and physical protection measures.
  • Requires compensation decisions in criminal proceedings and state upfront payment of adjudicated offender compensation.

The Directive enters into force on the twentieth day following publication in the Official Journal.
Transitional law
Member States must transpose it within two years, but electronic communication rules under Article 26b are due within four years.
