What this bill does

In plain terms: what it changes and who it affects.

This proposal encourages freight to shift from road-only transport to intermodal transport using rail or waterborne legs, where this reduces external costs.

Who it affects

It affects freight shippers, logistics operators, road hauliers, rail and waterborne freight operators, intermodal terminal operators, and businesses moving goods within or through the EU.

Core of the proposal
  • Defines supported combined transport by requiring at least 40% lower external costs than the road-only alternative.
  • Requires proof through eFTI platforms, including external-cost calculations and aggregated data for Commission reporting.
  • Requires Member States to adopt national policy frameworks aiming to cut combined-transport costs by at least 10%.
  • Exempts road legs of combined transport from heavy-goods weekend, night and holiday driving bans.
Key provisions
Takes effect
The directive enters into force on the twentieth day following publication in the Official Journal.
Transitional law
Member States must transpose within 24 months and apply the provisions from 30 months after entry into force.
