Transport: enforcement of passenger rights in the Union

This bill strengthens how EU passenger rights are enforced and clarifies air-ticket refunds when flights are booked through intermediaries.
It affects passengers using air, rail, sea, inland waterway, bus and coach services in the EU. It also affects disabled passengers, passengers with reduced mobility, carriers, terminal operators and ticket intermediaries.
- Requires risk-based monitoring programmes and regular compliance checks by national enforcement bodies.
- Creates common EU forms for passenger reimbursement and compensation requests.
- Clarifies refund routes and deadlines when air tickets are bought through intermediaries.
- Requires service quality standards and regular public performance reports for most transport operators.
- Takes effect
- It enters into force 20 days after publication in the Official Journal and applies one year after entry into force.
