Who it affects
EU citizens who hold, or apply for, Member State identity cards. It also affects Member States that issue identity cards and must provide the new digital credentials.

- Creates digital travel credentials from identity-card chip data, excluding fingerprints.
- Makes issuance on request available with new identity cards or later for existing cards.
- Allows remote creation through a mobile app after chip integrity and facial-image checks.
- Sets EU technical rules for format, validation, revocation, and wallet storage.

- It enters into force on the twentieth day after publication in the Official Journal; Articles 2(1) and 2(2) apply 12 months after the technical specifications enter into force.
- Transitional law
- Member States need not enable app-based creation until the Commission confirms it is technically possible and sets a date by implementing act.
