What this bill does
In plain terms: what it changes and who it affects.
This proposal creates EU-wide official statistics on commercial real estate prices, rents, construction activity and transaction values.
It mainly affects commercial real estate owners, developers, landlords, tenants, social housing providers and businesses whose property data may feed official statistics. Households and businesses are expected to face little or no extra burden.
- Requires Member States to compile and send commercial real estate statistics to Eurostat.
- Covers building permits, construction starts and completions, price indices, rent indices and transaction values.
- Gives statistical authorities access to administrative records and, where necessary, private data free of charge.
- Allows temporary derogations for Member States needing major statistical-system adaptations.
- Takes effect
- It enters into force twenty days after publication in the Official Journal and applies from 1 January 2026.
- Transitional law
- Member States may receive derogations from requirements for up to three years where major national statistical-system adaptations are needed.
