This proposal moves several EU product compliance duties into digital form and creates common technical specifications when harmonised standards are unavailable or insufficient.

Who it affects

Manufacturers, importers, distributors, consumers and end-users of cableways, personal protective equipment, gas appliances, machinery, batteries and ecodesign-regulated products are affected. Market surveillance authorities also receive information digitally.

Core of the proposal

EU declarations of conformity must be electronic and accessible by internet address or machine-readable code.
Manufacturers may provide digital instructions, but key safety information must remain on paper or on the product for consumers.
Economic operators must give authorities requested compliance information and conformity-assessment documents in electronic form.
The Commission may adopt common specifications as a fall-back route to show compliance with essential requirements.

Key provisions

Takes effect: The Regulation enters into force 20 days after Official Journal publication, with machinery amendments applying from 20 January 2027 and many digitalisation rules after 24 months.
Transitional law: Member States may not block products placed on the market under existing rules before the 24-month deferred application date.
