Core of the proposal
  • Sets an EUR 81.428 billion budget for 2028–2034, split between transport/military mobility and energy.
  • Funds TEN-T cross-border transport projects, smart and sustainable mobility, and dual-use military mobility infrastructure.
  • Supports TEN-E energy projects, renewable cross-border projects, and limited transfers to the EU renewable energy financing mechanism.
  • Allows grant reduction or termination where studies or works do not start on time or suffer major delays.

Takes effect
It enters into force twenty days after Official Journal publication and applies from 1 January 2028.
Transitional law
Existing actions under Regulations 1316/2013 and 2021/1153 continue under those rules until closure; transition assistance may be funded.
