Core of the proposal
- Sets an EUR 81.428 billion budget for 2028–2034, split between transport/military mobility and energy.
- Funds TEN-T cross-border transport projects, smart and sustainable mobility, and dual-use military mobility infrastructure.
- Supports TEN-E energy projects, renewable cross-border projects, and limited transfers to the EU renewable energy financing mechanism.
- Allows grant reduction or termination where studies or works do not start on time or suffer major delays.

- It enters into force twenty days after Official Journal publication and applies from 1 January 2028.
- Transitional law
- Existing actions under Regulations 1316/2013 and 2021/1153 continue under those rules until closure; transition assistance may be funded.
