It affects farmers, producer organisations, schoolchildren, hemp and sugar producers, meat and dairy sectors, importers, and Member States managing food-security preparedness and reserves.

Core of the proposal
  • Creates a protein crop sector and mandatory recognition of producer and interbranch organisations on request.
  • Recasts the EU school scheme with stricter nutrition rules and priority for EU, sustainable products.
  • Harmonises hemp production, marketing and import rules around certified varieties and a 0.3% THC limit.
  • Requires Member States to prepare food-security plans and report stocks during severe crises.

Transitional law
Current school-scheme rules continue after 31 December 2027 for measures implemented by then; hemp and producer-organisation transitions are also provided.
