This proposal sets EU regional development and cohesion funding rules for 2028–2034, including cross-border cooperation and support for disadvantaged regions.
Who it affects
It affects EU regions and cities, especially less-developed, rural, industrial-transition, outermost, border, island, mountain and sparsely populated areas. It also affects communities in Interreg cooperation areas, including Ireland–Northern Ireland.
Core of the proposal
- ERDF supports regional development, territorial cooperation, disadvantaged areas, sustainable urban development and outermost regions.
- Cohesion Fund supports environment and trans-European transport investments in lower-income Member States.
- Interreg covers cross-border, transnational, interregional and outermost-regions cooperation through separate Interreg Plan chapters.
- PEACE PLUS continues support for cooperation, peace and reconciliation between Ireland’s border counties and Northern Ireland.
Key provisions
- Takes effect
- It enters into force twenty days after Official Journal publication and applies from the application date of the related NRP Regulation.
- Transitional law
- Interreg chapters must generally be submitted within six months; unsubmitted chapters by 2030 or 2031 trigger reallocation rules.
