European Fund for economic, social and territorial cohesion, agriculture and rural, fisheries and maritime, prosperity and security 2028–2034

It affects Member States, regions, farmers, fishers, rural and coastal communities, vulnerable households, migrants, small businesses, and people relying on employment, skills, housing, healthcare or social support.

• Groups cohesion, agriculture, fisheries, social climate, security and defence support under National and Regional Partnership Plans.
• Links EU payments to agreed milestones, targets and outputs rather than reimbursing eligible costs.
• Creates an EU Facility for transnational projects, technical support, crises and emerging Union priorities.
• Adds rule-of-law and Charter safeguards, with possible blocking of payments for non-compliance.

Takes effect

It enters into force the day following publication in the Official Journal; financial resources cover 1 January 2028 to 31 December 2034.

Transitional law

Phased operations begun under 2021–2027 rules may continue, with each phase governed by the rules of its funding period.
