Core of the proposal
  • Requires Member States to design CAP measures in National and Regional Partnership Plans guided by Commission recommendations.
  • Introduces farm stewardship tying key payments to environmental, climate and social requirements and protective practices.
  • Caps degressive area-based income support at EUR 100,000 per farmer per year, with reductions above EUR 20,000.
  • Requires support for young farmers through generational-renewal strategies, starter packs, single access points, advice and investment support.

It enters into force the day after Official Journal publication and applies from the application date of the 2028–2034 NRP Fund Regulation.
