Association of the overseas countries and territories with the EU including EU/Greenland/Denmark relations

It affects residents, public authorities, businesses, and regional partners in the EU’s overseas countries and territories, including Greenland. It also affects sectors such as education, digital connectivity, raw materials, renewable energy, tourism, and regional cooperation.

• Sets a EUR 999 million indicative funding envelope for the 2028-2034 association programme.
• Creates separate funding tracks for Greenland and for other overseas countries and territories.
• Expands use of loans, guarantees, financial instruments, blending, and technical assistance via EU financing tools.
• Changes dialogue arrangements: OCTs-EU Forum every two years and at least three trilateral consultations yearly.

Takes effect

The Decision enters into force on the twentieth day after Official Journal publication and applies from 1 January 2028.

Transitional law

Actions started under earlier overseas association decisions continue under those rules until closure, with post-2034 appropriations allowed for unfinished actions.
