This proposal simplifies EU rules on sharing environmental location data by removing duplicate technical, portal, charging, data-sharing and reporting requirements.
It affects national, regional and local public bodies that provide spatial environmental data, and businesses, researchers, SMEs, civil society and citizens that reuse that data.
- Removes INSPIRE technical rules on interoperability, network services, data sharing, charging and reporting.
- Shifts access from the INSPIRE geo-portal to the EU open data portal, data.europa.eu.
- Aligns spatial data reuse with EU open-data rules, including APIs and high-value datasets.
- Keeps metadata obligations and updates Commission powers for metadata rules and Annex adaptations.
- Takes effect
- The Directive enters into force on the twentieth day after Official Journal publication; some deletions apply from 1 March 2027.
- Transitional law
- Member States must transpose within 12 months and apply national measures from 12 months and one day after entry into force.
