This proposal simplifies EU vehicle rules on electric vans, noise approvals, Euro 7 testing, charging interoperability, and small electric cars.
It affects vehicle manufacturers, electric van operators, motorhome users, buyers of small electric cars, charging and grid operators, and national vehicle-approval authorities.
- Allows exemptions from tachograph rules for certain electric goods vehicles up to 4.25 tonnes and non-commercial motor caravans.
- Exempts electric N2 vans between 3.5 and 4.25 tonnes from speed-limiter requirements.
- Removes specific Euro 7 low-temperature laboratory tests and reduces repeated heavy-duty engine testing.
- Repeals EU noise rules and shifts approvals to UNECE noise and acoustic-alert regulations.
- Takes effect
- It enters into force and generally applies on the twentieth day after publication; Article 3 applies from a separate Directive 92/6 transposition date.
- Transitional law
- Certificates for new vehicles produced after entry into force and approved before 1 July 2028 under Regulation 540/2014 remain valid.
