What this bill does

In plain terms: what it changes and who it affects.

This proposal simplifies EU rules on chemical, cosmetic and fertilising products, mainly by easing labelling, notification, advertising and documentation requirements.

Who it affects

It affects chemical manufacturers and suppliers, cosmetics businesses, fertilising-product manufacturers, farmers using plant biostimulants, fuel suppliers, consumers and market-surveillance authorities.

Core of the proposal
  • Eases hazardous-chemical label formatting, small-package derogations, fuel-pump labelling and relabelling deadlines.
  • Limits hazardous-chemical advertising and distance-sale duties mainly to products offered to the general public.
  • Creates clearer cosmetics procedures for ingredients, CMR derogations and nanomaterial information without separate pre-notification.
  • Removes special REACH registration for EU fertilising products and expands electronic documentation and microorganism assessment routes.
Key provisions
Takes effect
It enters into force 20 days after Official Journal publication, with staggered application from entry into force, 1 July 2026, 1 January 2028, 24 months and 36 months...
Transitional law
Existing CLP and fertilising products receive phased grace periods, including voluntary early CLP compliance and protection for fertilising products already placed on the market.
