This proposal simplifies EU rules on chemical, cosmetic and fertilising products, mainly by easing labelling, notification, advertising and documentation requirements.
It affects chemical manufacturers and suppliers, cosmetics businesses, fertilising-product manufacturers, farmers using plant biostimulants, fuel suppliers, consumers and market-surveillance authorities.
- Eases hazardous-chemical label formatting, small-package derogations, fuel-pump labelling and relabelling deadlines.
- Limits hazardous-chemical advertising and distance-sale duties mainly to products offered to the general public.
- Creates clearer cosmetics procedures for ingredients, CMR derogations and nanomaterial information without separate pre-notification.
- Removes special REACH registration for EU fertilising products and expands electronic documentation and microorganism assessment routes.

- Existing CLP and fertilising products receive phased grace periods, including voluntary early CLP compliance and protection for fertilising products already placed on the market.
