Core of the proposal
  • Combines Creative Europe and Citizens, Equality, Rights and Values into three strands: Culture, MEDIA+ and CERV+.
  • Funds cross-border cultural creation, mobility, circulation of works, cultural heritage, European Capitals of Culture and Heritage Label actions.
  • Supports European audiovisual works, video games, independent journalism, media pluralism, media literacy and anti-disinformation measures.
  • Funds equality, anti-discrimination, civil society capacity, Union citizenship rights, democratic participation and action against gender-based and child violence.
Key provisions
Takes effect
The Regulation enters into force twenty days after Official Journal publication and applies from 1 January 2028.
Transitional law
Existing Creative Europe and CERV actions continue under the repealed regulations until closure, with transition expenses covered by AgoraEU funds.
