What this bill does

In plain terms: what it changes and who it affects.

It creates EU-wide rules for digital qualification attestations and comparable skills information to make cross-border work easier.

Who it affects

Workers moving between Member States, people returning home with foreign qualifications, and employers hiring across borders are the main beneficiaries. It also affects awarding bodies and national authorities that issue, verify, or publish qualification data.

Core of the proposal
  • Requires digital qualification attestations in EUDI Wallets as the default format for covered qualifications.
  • Makes digital attestations free, verifiable, and valid across the Union.
  • Requires Member States to publish qualification, awarding-body, and accreditation data through Europass.
  • Requires national qualification frameworks to stay referenced to the EQF and include micro-credentials where possible.
Key provisions
Takes effect
It enters into force on the twentieth day after publication in the Official Journal; most key provisions apply 36 months later.
Transitional law
Qualifications awarded in the previous 10 years must be digitized on request within two weeks; older qualifications from the previous 45 years must also be digitized on request, with limited exceptions.
Articles changed · 2 across 1 law
