Deze wet moderniseert de spoorregels door aanleg, beheer, toegang en veiligheid van alle spoorwegen in één stelsel te bundelen.
Wie het raakt
Het raakt spoorwegbedrijven, infrastructuurbeheerders, decentrale overheden, museumspoorlijnen, zelfrangeerders en gebruikers van tram-, metro-, lightrail- en goederenlijnen. Ook reizigers en bedrijven met particuliere spooraansluitingen merken de nieuwe indeling en toegangsregels.
Kern van het voorstel
- Voert acht gebruiksfuncties in, zodat regels aansluiten op het feitelijke gebruik van het spoor.
- Koppelt verantwoordelijkheid voor spoorinfrastructuur los van het toegestane gebruik van een spoorweg.
- Bundelt regels voor toegang, veiligheid, interoperabiliteit en machinisten in één wet met lagere uitwerking.
- Stelt voor bijzondere sporen en museumlijnen grotendeels nationale regels en uitzonderingen vast.
Belangrijkste bepalingen
- Inwerkingtreding
- Deze wet treedt in werking op een bij koninklijk besluit te bepalen tijdstip, dat per artikel of onderdeel kan verschillen.
- Overgangsrecht
- Bestaande vergunningen, certificaten, aanwijzingen, ontheffingen en lopende procedures blijven geldig of worden gelijkgesteld volgens de nieuwe wet.
