Wat dit wetsvoorstel doet

De wet verplaatst de financiering van lokale omroepen naar het Rijk, voegt schaalvergroting en strengere toelatings- en toezichtregels toe.

Wie het raakt

Lokale publieke omroepen, gemeenten en de NLPO worden direct geraakt. Ook inwoners die afhankelijk zijn van lokaal nieuws en informatie merken de gevolgen.

Kern van het voorstel
  • Financiering gaat van het gemeentefonds naar de mediabegroting, met extra rijksmiddelen.
  • Lokale verzorgingsgebieden worden groter en het aantal omroepen wordt gemaximeerd op tachtig.
  • De NLPO krijgt een wettelijke coördinatie- en samenwerkingsrol met een tienjarige concessie.
  • Aanwijzing wordt strenger: beleidsplan, begroting, pbo-eisen en advies van NLPO en gemeenteraad.
Belangrijkste bepalingen
Inwerkingtreding
Deze wet treedt in werking op een bij koninklijk besluit te bepalen tijdstip.
Overgangsrecht
Bestaande aanwijzingen blijven gelden tot het begin van de eerste NLPO-concessie en vallen daarna van rechtswege weg.
